Advisory solver-hint heuristics (post-assembly metadata only).

These helpers summarize an already-assembled EngineResult into advisory hints (max_carrier_freq_ghz, spectral_bound_ghz). Backends can use them to pick a conservative solver step. None of these values participate in physics.
